Village Board discusses town policing plan with chief

The question of which agency delivers police services in 2013 and beyond for the Village of Waterford lingers, but a decision will soon be made.

In recent months, village officials have been considering offers to continue receiving services from the Racine County Sheriff’s Department or switch over to those provided by the Town of Waterford Police Department.

The village also has its own police officer, John Schanning, through a contracted arrangement with the town.

The Town Board recently voted in favor of continuing discussion with the village about the benefits of forming a joint police force that would serve both municipalities in 2013 – a scenario different from the current divide in place.

On Monday, Police Chief Tom Distcheit came before the Village Board with a town proposal giving three options, including round-the-clock service by at least one local officer at any moment. Currently, the village relies on the Racine County Sheriff’s Department to provide police services during periods of time.

The town proposal estimates the village could save up to $60,566 annually through efficiencies with the combined proposal.

But members of the Village Board had questions and concerns about some of the details within the plan – including discussion about purchasing a new squad car.

“The town’s proposal is really vague,” said Trustee Judy Spencer. “We still have a lot of questions, as far as I’m concerned.”

Village President Tom Roanhouse agreed.

“We’re not in a position to act on this tonight,” he said.

Distcheit told the Board the combined police force would likely increase part-time staffing, though the additional sworn officers would not be privy to the benefits available to full-time officers.

When asked how many part-times he was looking to add to the force, Ditscheit said he estimated between two and four officers.

Trustee Ron Kluth expressed satisfaction that some of the details would be worked out in due course.

“I think all of this would be figured out when a contract is drawn up,” Kluth said.

Village Administrator Rebecca Ewald said the targeted goal is to have a plan set in motion at some point in August.

“If there’s information you need me to gather, I’m happy to do it,” she said.

Distcheit said he will continue to liaise with the Town Board to get questions resolved.

“I can talk to our representatives on the (Town) Board and get this straightened out,” Distcheit said.
