Annexation proposal halted in 2009 now plans a comeback

An attempted annexation of about 3,100 west end properties – halted in 2009 by a court-ordered injunction – is coming back for a second try.

An informational public meeting for all concerned citizens is set for 6 p.m., Wednesday, Sept. 5, at the Norway Town Hall, 6419 Heg Park Road, Wind Lake.

The informational session follows recent presentations made to local officials by engineers and commissioners with the Norway Dover Drainage District.

The latest and soon-to-start NDDD annexation proposal is expected to be similar to – though not identical to – the one proposed in 2009.

At that time, the project estimated that 4,900 property owners would share the cost of a $1.4 million bill to clean out the lower half of the Wind Lake Main Canal.

Under the 2009 proposal, the annual cost to property owners ranged from $27.50 to $11,000 per parcel for five years, depending on the size of the parcel.

The latest proposal includes some slight changes made for Norway and Dover from the annexation originally proposed in 2009, according to Tom Kramer, the administrator/treasurer for the Town of Norway.

  1. This is extortion yet again! The Farmers want more water and us to pay for it. They been told yrs. ago if they don’t want them ditches to fill in with silt they best leave a 50 foot barrier of grass. Meaning 50 feet of untilled property. But they are greedy, you see them till to about 10 feet away. Then the Sod Farmer’s complain about flooding… well how much top soil goes out with every harvest of sod? Does that top soil get replaced? That’s why your fields are flooding out, you made yourself a low land.
