It sounds like Milo didn’t stand a chance.

The 8-month-old Bichon Frise puppy was attacked and killed July 31by a pit bull terrier in the Village of Union Grove.

“(My daughter) didn’t even have time to pick him up,” Alice Osborne said of the family’s puppy.

“Unfortunately, my dog is dead.”

Milo suffered fatal injuries in the attack. Osborne said Milo succumbed to his wounds and was euthanized.

Osborne said she must now come up with roughly $340 dollars, money she said she doesn’t have, if she wants an autopsy, have Milo’s remains tested for rabies and pay for an emergency veterinary visit.

Shortly before 9 p.m. on July 31, Osborne said her son, daughter and a cousin took Milo for a walk along 11th Avenue near High Street in Union Grove.

Osborne said a Pit Bull Terrier in the care of Rod Koenen in a nearby residence attacked Milo and inflicted the wounds that led to his demise.

Koenen, once a municipal judge in Union Grove, has an extensive record in CCAP. Many of the offenses involve animal control and extend several years into the past.

In July of 2010 Koenen was cited for an ordinance violation related to dog, pet or animal control. The charge was dismissed on a prosecutor’s motion.

Koenen was cited for the same charge in October 2010, but pleaded guilty due to a no contest plea and was assessed a fine of $154.30.

In March of 2011, Koenen was again cited for an ordinance violation related to dog, pet or animal control. His address in the case is listed as 611 12th Ave. in Union Grove, a few blocks from where the Osborne family started its walk with Milo.

The charges were dismissed on a prosecutor’s motion.

“He’s been cited several times for his dogs being at large,” Osborne said.

Osborne also said that in the police report filed with the Racine County Sheriff’s Department Koenen accepted responsibility for what happened in the incident with Milo.
