Apartment plan clears another hurdle

City anticipates site plan in a month or two for new complex on Bridge Street

With the City of Burlington Common Council last week approving the rezoning of land on Bridge Street for a new apartment complex, the next step in the process got the go-ahead Tuesday night.

With no discussion, the city’s Plan Commission unanimously approved a change to amend the Racine County Multi-Jurisdictional Comprehensive Plan.

Essentially, the approval did for the comprehensive plan what the City Council did for rezoning the property last week. This time, the property changes from commercial to high-density residential zoning on the plan.

Mayor Bob Miller said he was expecting it would be another 4-6 weeks until the city received a site plan for the property. The two changes in zoning mean that S.R. Mills and Bear Development can now move forward with financing and closing on the sale of the property.

“All is going well so far,” said John Hotvedt, the lawyer for S.R. Mills and Bear Development.

The land at 200 Bridge Street has been in a state of flux since 2006, when local dentist Charles Mesec purchased the property and intended to develop it as a combination dental office and restaurant.

However, as Miller explained in December, “the whole concept basically fell apart” when the economy took a dive. Mesec signed the property over to Magil Construction, and the preliminary construction work at the site was eventually torn down in the fall of 2009.

Mills has said that rental property in Burlington has traditionally done well, and plans are to start phase one of the project – 24 of the units – in the summer of 2013, if everything comes together.

From there, the developer will wait and see how the market takes to those first 24 units, but he hopes that the second phase would almost immediately follow the first.
