Bridge Street rezone sails through public hearing

Few comments made about apartment complex proposed for site

A public hearing to discuss a zoning change of the property at 200 Bridge Street to allow construct of apartments got very little discussion Dec. 18 at the City of Burlington Common Council meeting.

The public hearing had no questions, and just a brief presentation by S.R. Mills.

Mills, who owns the Bear Arbor apartment development in Burlington, hopes to have a two-stage project, with 24 apartments in each phase.

Mills said plans are to start phase one of the project in the summer of 2013, if everything comes together.

The only questions came from Alderman Tom Vos, who asked whether there would be any additional payouts by the city, specifically regarding any further environmental remediation of the site formerly owned by WE Energies.

City Administrator Kevin Lahner said Tuesday night that WE Energies is the responsible party for the site.

“It doesn’t mean they have to pay for any remediation anymore,” said Lahner, who added that WE Energies would likely stay involved in cleaning up the property. “They just have to deal with it.”

Lahner also said the city might choose to get involved if it makes sense to invest in the property – if the payback to the city would be worth it.

The item is likely going to come before the council for a vote in January, as is another item the Committee of the Whole discussed Tuesday – a 2013-15 contract with Wisconsin Humane Society to take over animal control services.

Again, there was little discussion on the topic. The 2013 budget allows for $12,400 for animal control services, and the cost of the contract with WHS is $6,234.96.
