City OKs pool study

The City of Burlington Common Council approved study of the current condition and future needs of the Burlington Community Pool Tuesday night.

The contract with Ayers Associates includes six different phases and can be cancelled at any time by either party with 10 days’ notice.

The six phases include site assessment, preliminary design, a pool management plan, referendum educational assistance, design and bid and potentially construction management.

The last is something the council can walk away from – and keep the plans, but only if they release Ayers from any liability.

The first three phases will cost about $60,000, while phases 4 and 5 will cost about $91,000. If the city chooses to work with Ayers for construction management, the cost will be 3.25 percent of the contract, though that may be open for further discussion, said City Attorney John Bjelajac.

Bjelajac added that Ayers was “very accommodating” in changing its standard contract, unlike Burbach Aquatics – which was originally chosen for the pool study and planning in 2015 and then dropped when the city could not reach an agreement on contract language for a back-out clause.

City Administrator Carina Walters said that there would be a public workshop scheduled to discuss all points on the project before it would go to referendum.

  • The council discussed the pending work and proposed solution for removing radium and strontium from city well No. 11. That item will be voted on May 17, and the city is recommending a water softening system at a cost of about $1 million with an annual addition cost of about $2,000.
  • The council also discussed and approved awarding a contract to Northway Fence, Inc. to install a fence separating the recently completed bike path from KW Precast as it approaches the new Aurora Health Care facility on the west side of the city along Highway 36.

The cost is estimated at just short of $47,000.
