Traffic stop leads to drug charges

A Waterford man stopped for a traffic violation in the Village of Waterford Nov. 25 is now facing a felony charge of drug possession.

Jessie Stephan, 31, was charged in Racine County Circuit Court Monday with possession of marijuana (second offense), as well as possession of a controlled substance and operating a motor vehicle while his license was revoked.

According to the criminal complaint, Stephan was pulled over in Waterford around 5:20 p.m. Nov. 25 because a Racine County Sheriff’s Deputy saw him fail to make a complete stop at a stop sign while driving a company vehicle.

The deputy then allegedly ran a Department of Transportation check on Stephan and found the revoked license.

When the deputy handcuffed Stephan, he allegedly smelled marijuana. He asked Stephan about it, who allegedly admitted he had a small amount along with a pipe in the front pocket of his overalls. He also allegedly admitted to smoking marijuana about five hours before and to having more of the drug in the truck.

When the deputy searched the vehicle, he allegedly found the marijuana, cigarette rolling papers and a bag of psilocybin mushrooms.

Stephan allegedly told the deputy that he had just purchased the marijuana, but the mushrooms were from July of this year and he hadn’t used them. The deputy tested both drugs with a portable test kit, and they tested positive for marijuana and psilocybin.
