Couple charged with dealing heroin

Two Milwaukee residents have been charged with felony drug offenses after allegedly trying to sell heroin within a block of St. Mary School in Burlington the week following the Fourth of July.

Nathaniel James Nelson and Kellye Ross are each charged with two counts of manufacturing and delivering heroin, possession with intent to deliver/distribute near a school, as well as maintaining a drug trafficking place.

The pair have preliminary hearings in Racine County Court July 23 at 8:30 a.m. Both are being held at the Racine County Jail, with Nelson having a $45,000 cash bond and Ross a $30,000 cash bond.

According to the criminal complaint, a cooperating citizen allegedly met with Nelson and Ross July 8 and 9 on the 100 block of Randolph Street, located on the same block as St. Mary School.

The buyer made contact with a person in a black Saab with the license plate 517-XAE – a vehicle registered to Ross. The informant identified both Ross and Nelson, and said that Nelson is a “major supplier” of heroin in the city and has allegedly been seen with $2,000 worth of heroin.

On both occasions, the informant made contact with Nelson to set up the purchase. That informant was given both an audio and video recording devices and money to complete the buy.

Purchases of three grams and 1.5 grams of heroin were allegedly made. The drugs were turned over to the Metro Drug Unit and tested positive for heroin.

A member of the drug unit on July 13 interviewed Nelson, who allegedly agreed to make a statement. Nelson allegedly told the drug unit officer that he sells about a half-gram of heroin a day, buying the substance for $40 and selling it for between $60-70.

Nelson allegedly told police that he doesn’t consume heroin himself, but smokes marijuana each day. When told that an informant had already purchased more than half a gram from him each day, Nelson allegedly adjusted the number higher to selling a gram a day, buying the drugs for $60-70 and selling it for $150.

Nelson also allegedly told the police that he often stays with Ross, and that investigators would find a scale at her residence.
