City prepares to accept property for surgery center

The first moves to make way for a planned new Aurora medical facility in Burlington were ushered forward Tuesday night at the City of Burlington Committee of the Whole Meeting.

The City Council considered a unanimous petition request from Lorette Yanny and Cook Property, LLC for annexation for the property located at 1062 Spring Valley Road.

Aurora Health Care has targeted the land for a new ambulatory surgery facility – a large portion of a $100 million commitment to Burlington and the surrounding area.

“This is the first step in the process of Aurora Medical coming into the city,” City Administrator Kevin Lahner said.

Once the land is annexed, the city will then have to have a number of public hearings as part of the zoning approval process. An application for the land will also be filed with the state, and the city must also file for a sewer service area amendment with the Southeast Wisconsin Regional Planning Commission.

Most the questions Tuesday night came from aldermen wanting to know what would fund the upgrades and sewer/water extensions that will be made to the property.

Lahner explained the city intends to create a tax incremental finance district of about $3 million to fund the project. The city will issue the bond, and Aurora’s future tax payments will go toward paying it off.

Lahner said after the meeting that the $3 million isn’t a final figure, but he expects it to be close to that. The money will go toward extensions of the water and sewer lines, a force main, a lift station, a looped water line from KW Precast and possible intersection improvements at Spring Valley Road and Highway 36.
