Charges dismissed in hanging accusation

Charges of attempted murder and other crimes have been dropped against a Kansasville man who was accused in June of attempting to hang his girlfriend.

The charges in Racine County Circuit Court against Ryan Carter – including attempted first-degree homicide, aggravated battery, false imprisonment, attempted strangulation and bail jumping – were dismissed during a court hearing July 15, according to court records.

Assistant District Attorney Jennifer Tanck-Adams told a court commissioner the state could not proceed with the charges and no longer was in contact with the victim of the case, the court record states.

She asked the court to modify Carter’s $100,000 bond and adjourn the hearing until the District Attorney’s Office could attempt to contact the victim regarding the dismissal, according to court records.

Carter’s attorney, Noah Wishau of Racine, moved for immediate dismissal, which was granted by Commissioner Alice Rudebusch, according to the record.

The charges were dismissed without prejudice, meaning they could be re-filed if credible accusations come to light.

According to the criminal complaint filed June 10, the reported victim told Racine County Sheriff’s deputies that Carter, 38, had become distraught and violent after an all-night drinking and drug binge June 8-9 and he allegedly attempted to hang the woman with an electrical cord in the basement of a residence in the Town of Dover.

Carter, who was on bond at the time and wasn’t supposed to have contact with the woman, told deputies that “everything (the woman) was saying was a lie,” according to the complaint.

The woman told deputies that she was aware of the no-contact bond conditions for Carter, but she wanted to be there for him because he was supposed to enter rehab for drug addiction on June 10, according to the complaint.

The woman also told deputies she was pregnant with twins and Carter is the father, but deputies learned the woman was not pregnant after she received a medical checkup at a hospital, according to the complaint.
